Unauthorized Communications Detection and Control
Cellular detection, device location, communications intelligence, managed access, and legally authorized interdiction of contraband devices.

The operational problem
Contraband cellular devices allow incarcerated individuals to direct criminal activity outside the facility, intimidate witnesses and victims, coordinate contraband introduction, plan escapes, and organize disturbances. The Department of Justice Office of the Inspector General reported more than 8,700 cell phones recovered across the Bureau of Prisons during fiscal years 2012 through 2014 — the most frequently recovered category of contraband in that review.
The technical options are not interchangeable. Detection tells you a device is transmitting. Location narrows it to a cell or a bunk. Managed access prevents unauthorized devices from completing calls through a controlled on-site network. Each carries different infrastructure demands, different carrier coordination, and a different regulatory footing.
Jamming of commercial spectrum remains prohibited to non-federal entities under the Communications Act, and the FCC has instead advanced managed access and detection frameworks for correctional use. The operational decision is which combination produces accountable, court-usable results for a given facility's construction and population.

What has to be decided before equipment
Regulatory footing
FCC rules govern managed access deployment and carrier coordination; jamming of authorized spectrum is unlawful for state, local, and private operators.
Building construction
Concrete, rebar density, housing-unit layout, and adjacent public areas determine antenna design, containment, and the risk of affecting legitimate service off-site.
Carrier coordination
Managed access requires agreements and ongoing technical coordination with each commercial carrier serving the area.
Intelligence value
Detection data, call-pattern analysis, and recovered devices support investigations well beyond the individual confiscation.
Sustainment
Networks evolve. A system tuned to today's bands requires a maintenance and upgrade plan to stay effective across its service life.
